A character certificate is an official statement issued by a school, college, employer, or a Gazetted Officer confirming that a named person is of good moral character and has not been involved in any activity prejudicial to public order. In India it is one of the most commonly requested attestation documents - asked for during police verification for jobs, government and private sector onboarding, and college or hostel admission.
The certificate is always issued by an authority about a person, never by the person about themselves. A character certificate downloaded as a blank format carries no weight until the issuing institution or officer prints it on their letterhead, signs it, and applies their seal. This generator produces that ready-to-sign format so the issuer only has to verify the details and sign.
A note on passports and PCCs: a generic character certificate is not the document required for an Indian passport. The Tatkaal scheme asks for a specific Verification Certificate in the prescribed Annexure format, with its own fields and authorised signatories, which this generator does not produce. A Police Clearance Certificate (PCC) is issued by the police after you apply - it is not something you prepare yourself. For students, the head of the school or college (Principal, Dean, or Head of Department) issues it. For working professionals, the employer or HR head issues it. Where no institution applies, many Indian authorities accept a certificate attested by a Gazetted Officer - a government servant of a notified rank, such as a Tehsildar or a class-one officer - or by another authority accepted by the receiving organisation.
